About the role
About Us
We are a staffing services technology company that helps organizations design, build, and scale digital products and engineering capabilities. Our teams deliver end-to-end software development, engineering, and design services, and we provide flexible staffing solutions to augment internal teams with specialized talent—quickly and reliably.
The Role
We are looking for an experienced and visionary Director of Civil Engineering to lead our distributed civil engineering practice. This is a senior leadership role for an accomplished engineering professional who is ready to drive technical strategy, build and scale a high-performing team, and own the delivery of complex civil infrastructure projects. You will serve as the senior technical authority across all civil engineering disciplines, setting standards, shaping client relationships, and ensuring our engineering practice remains at the forefront of the industry. You will partner closely with executive leadership to grow the civil engineering business unit and define its long-term vision.
What You’ll Do
• Technical Leadership: Serve as the senior technical authority for all civil engineering disciplines including site development, transportation, stormwater, and utility infrastructure; set and enforce firm-wide design standards, workflows, and quality benchmarks.
• Team Building & Management: Recruit, develop, and retain a high-performing team of civil engineers across all levels (EI through Senior Engineer); establish clear career pathways, conduct performance reviews, and foster a culture of technical excellence and continuous improvement.
• Strategic Planning: Partner with executive leadership to define the civil engineering practice's strategic roadmap, including service line expansion, market positioning, technology adoption, and revenue growth targets.
• Project Oversight: Provide executive-level oversight on multiple simultaneous complex civil engineering projects; ensure on-time, on-budget delivery while maintaining the highest standards of technical quality and client satisfaction.
• Client Relationships: Serve as the senior point of contact for key clients and agency stakeholders; lead client presentations, negotiate contracts, and identify opportunities to grow existing accounts and win new business.
• Cross-Functional Collaboration: Work closely with Directors of Structural, Environmental, and Mechanical Engineering as well as Project Executives and Business Development leads to deliver integrated, multi-discipline solutions.
• Standards & Compliance: Establish and maintain firm-wide standards for regulatory compliance, permitting strategy, and engineering best practices; ensure all deliverables meet or exceed local, state, and federal requirements.
• Technology & Innovation: Champion the adoption of emerging technologies and tools (BIM, GIS, cloud-based collaboration platforms, generative design) to improve efficiency, accuracy, and competitiveness of the civil engineering practice.
• Mentorship & Culture: Actively mentor senior and mid-level engineers; cultivate an inclusive, collaborative, and growth-oriented team culture across a fully distributed workforce.
• Financial Management: Own the civil engineering practice P&L; manage project budgets, staffing plans, utilization rates, and profitability targets in partnership with operations and finance leadership.
What We’re Looking For
• Education: Bachelor's degree or higher in Civil Engineering or a closely related field; Master's degree preferred.
• Experience: 15+ years of progressive civil engineering experience with a minimum of 5 years in a senior leadership or engineering management role overseeing teams and multi-million dollar project portfolios.
• PE License: Active Professional Engineering (PE) license required; licensure in multiple states is a strong advantage.
• Technical Depth: Demonstrated technical expertise across multiple civil engineering disciplines including site development, land development, stormwater/drainage design, roadway design, and utility infrastructure.
• CAD/BIM Proficiency: Strong familiarity with civil design platforms (AutoCAD Civil 3D, Bentley OpenRoads, MicroStation) and BIM/GIS workflows; ability to evaluate and drive technology adoption decisions.
• Project Delivery: Proven track record of successfully delivering large-scale, complex civil infrastructure projects on time and within budget across multiple simultaneous engagements.
• Business Development: Experience leading or supporting business development efforts including proposal writing, client presentations, and contract negotiations.
• Regulatory Expertise: Deep knowledge of federal, state, and local regulatory frameworks including NPDES, Clean Water Act, FEMA floodplain regulations, and municipal permitting processes.
• Leadership & Communication: Exceptional written and verbal communication skills; proven ability to lead, inspire, and develop distributed engineering teams and communicate effectively with C-suite executives, clients, and regulatory agencies.
• Financial Acumen: Experience managing practice or project-level P&L, staffing plans, and budget forecasting in a consulting or services environment.
Bonus Points
• Advanced Certifications: ENV SP (Envision Sustainability Professional), CFM (Certified Floodplain Manager), LEED AP, or PMP certification.
• Structural & Geotechnical: Broad understanding of structural and geotechnical engineering principles as they relate to civil infrastructure design and project delivery.
• GIS & Data Analytics: Proficiency in GIS platforms (ArcGIS, QGIS) and familiarity with data-driven design approaches and digital twin technology.
• Sustainability & Resilience: Experience leading sustainable infrastructure design initiatives including green infrastructure, low-impact development (LID), and climate resilience planning.
• Transportation Planning: Experience with large-scale transportation planning, traffic impact analysis, and coordination with state DOTs or federal transportation agencies (FHWA, FTA).
• Federal & Municipal Contracts: Experience managing federally funded projects (FHWA, HUD, FEMA) or large municipal capital improvement programs (CIP).
• M&A / Practice Growth: Experience leading practice acquisitions, mergers, or greenfield team buildouts in an engineering consulting environment.
